State & Federal Accountability
The VCOE Department of State & Federal Accountability collaborates with local districts to provide a coordinated and coherent system of support aligned with California's evolving integrated accountability system. School site and district training, workshops, and coaching are available as requested.
Local Control Funding Formula (LCFF)
In 2013, the state of California adopted a new formula for funding public education called the Local Control Funding Formula (LCFF). The LCFF returns control to the local level by letting districts spend the money where it’s needed most. When fully implemented, the LCFF will allocate funds based on specific student needs and will allow maximum flexibility at a local level.
Local Control and Accountability Plan (LCAP)
As part of the LCFF, school districts and county offices of education must develop, adopt, and annually update a three-year plan called The Local Control and Accountability Plan (LCAP). The LCAP is to be written and developed with feedback and input from community education partners. Staff, parents, and students are asked to provide input on various components of the LCAP.

Every Student Succeeds Act (ESSA)
On December 10, 2015, President Obama signed the Every Student Succeeds Act (ESSA), reauthorizing the Federal Elementary and Secondary Education Act (ESEA) and replacing the No Child Left Behind Act (NCLB), the 2001 reauthorization of ESEA.
California School Dashboard
Another key part of the system is the California School Dashboard. Launched in 2017, the Dashboard goes beyond test scores to look at multiple indicators of school performance. These include graduation rates, college and career readiness, English learner progress, and more.
